I read at Wikipedia that to keep the alt attribute from being displayed as a tooltip/pop-up text on some browsers (like IE for example), you can have an empty title attribute. (alt attribute).
[Edit-Jan.11.07] alt attribute is the correct terminology. Why some people called an alt tag is beyond me. If “attribute” is too long a word to say (which is the case for me :P), you can always say “alt text” to refer to the text in the attribute.
